Declan has an impressive track record in renewable
energy developments. From initial site assessment
and risk assessment to pre-planning, scoping and

Declan has worked on over 2GW of renewable energy
developments in wind, biomass, bio-energy and tidal
projects in Ireland, United Kingdom and mainland
Europe. His experience in undertaking initial due
diligence, examining the technical, legal and
environmental requirements and potential risks of a
project can be of significant benefit to a renewable
energy developer or potential investor.
Regulatory
Compliance and Management
Declan has extensive experience in environmental
management and regulatory compliance of a wide range
of industries. Having previously worked as an IPPC
Consultant and Regulatory Manager for
pharmaceutical, mining, timber processing, waste
management and agri-industry regulated Industries
throughout Ireland. Declan provides the experience
required in preparing and submitting integrated
pollution prevention and control licences (IPPC) and
waste licences for a range of industries and
clients.
Planning and
Environmental Management
Declan has extensive experience in planning and
sustainable development for a wide range of projects
from renewable energy to commercial, industrial and
brownfield re-development including contaminated
lands. Declan’s expert knowledge and experience in
environmental modelling, impact assessment,
regulatory compliance and planning law together with
his strong communication interpersonal, and
organizational skills ensure that you are
represented by a professional who can by his
knowledge influence decisions.
Environmental Due
Diligence and Risk Assessment
Experience includes successful completion of
legislative, planning and technological due
diligence of potential business acquisitions in
waste and energy in Ireland, United Kingdom and
mainland Europe. Declan’s technical experience
includes environmental risk analysis of new
technologies, industrial site assessments, due
diligence, legal and regulatory compliance,
contaminated site assessments, auditing and
examination of environmental liabilities, site
remediation, planning and development in both
Ireland and United Kingdom.
Waste Management
Consultant
Declan has a strong background in waste management
having worked in the mining industry for a period of
ten years. He is a member of the Chartered
Institution of Waste Management.
Declan offers a proven record in supporting clients
to ensure regulatory compliance turning waste
management problems into solutions. Interpretation
and understanding of waste management regulations
and environmental law is critical to every
organisation, in particular, industry and waste
management operators. Classification of waste
material and subsequent waste management and
disposal or product recovery is of major importance
to industry. Providing an expert technical
understanding with extensive experience in waste
management and regulatory compliance, Declan
provides clients with the service that they need in
today’s regulatory and business environment.
Acoustic Noise
Consultant
Declan is a member of the Institute of Acoustics and
provides advice and consultancy in noise control and
pollution. Many industries are regulated for noise
control and noise nuisance is a growing area of
public concern. Having working in some of the most
heavily regulated industries as well in research and
development in noise, Declan not only has first-hand
experience but is a recognised expert in noise
control, impact assessment and noise compliance.
Declan was senior consultant and project manager for
a national noise project to support the
implementation of the EU noise directive in Ireland
and has numerous papers published on the subject.
Environmental
Research and Development
Declan’s experience and vision to involve companies
he has worked for in European research programmes
has enhanced not only the reputation of the
companies but his career. In every instance,
companies benefited from his success in seeking
research partners and obtaining EU research and
development funding supporting new technology and
competitiveness within the organisation.
By being involved as a research project manager it
allowed Declan a unique opportunity for continuous
