Professional Experience
Declan previously worked with a broad assortment of
leading energy, industrial, waste-management, agri-industry
and development companies as well as public sector
bodies.
His specific focus is on renewable energy, planning,
risk assessment, due diligence, environmental
management, impact assessment, atmospheric, noise,
surface and groundwater pollution, waste management
and climate change.
Declan first began working in the environmental
field in 1991 as an environmental scientist with
Outokumpu Zinc, Tara mines Ltd and subsequently
worked for three years as an environmental research
scientist on a large scale Brite Euram environmental
research programme to develop a state of the art
environmental management system for the European
mining industry funded by the European Commission.
From 1995 to 1999 Declan was an environmental
scientist with Arcon Mines Ltd and was instrumental
in obtaining funding for a number of further
successful European environmental modelling and
management research programmes funded under the
Brite Euram programme.
In 2000, Declan established the SWS Environmental
Services division, part of the SWS Group, and
managed this for a period of four years. In 2001,
Declan obtained funding from the Environmental
Research and Technological Development and
Innovation (ERTDI) Programme 2000-2006 to undertake
a nationwide three year research project and was
senior consultant and project manager, reporting to
the EPA. During this period Declan also developed
the Environmental Services division and client base
and worked with a range of public and private sector
clients including the EPA, Lidl, Aer Rianta, Kerry
Group, Carbery Group, Graingers Sawmills, Department
of Environment, Coillte Forestry, Aventis Pharma and
many more while project managing and running a wide
range of renewable energy, waste management and
environmental projects for the SWS Group.
In 2004, he was appointed Director of Environment
and Planning for the SWS Group with responsibility
for environmental due diligence and risk assessment,
project environmental impact assessment, strategic
assessment, regulatory management and compliance
auditing. Declan was also part of the management
team of the SWS Group before founding
EnviroManagement Services in 2007.
In 2008 Declan established Partnership for Change, a
voluntary not-for-profit education and awareness
initiative to build leadership and awareness on
climate change and assist in the transition to a low
carbon economy.
